It's a Pirc (aka Pirc-Ufimtsev) but will most likely transpose into a
Philidor once White plays Nf3.

I don't know a name or a link, but the line is discussed briefly on
page 137 of "Nunn's Chess Openings," which gives analysis for these
variations: 4.f4, 4.Sf3, 4.Sge2, and 4.dxe5.

If the play continues 4.dxe5 dxe5 5.Dxd8+ Kxd8, it is usually classified as
a Pirc (B07). For example the game Gipslis-Moskalenko, Alushta 1993.
http://www.chessgames.com/perl/chessgame?gid=1051387

GM Jouni Yrjölä and IM Jussi Tella devoted a short chapter for it - chapter
33, Endgame systems when White Plays e4 - in their book about 1. - d6 "An
Explosive Chess Opening Repertoire for Black" (Gambit Publications,2001).

If white does not want to exchange the queens and plays 4.Nf3, the game
often transposes into some sort of Philidor (C41).
