With any precision? No. But both players are clearly not very skilled
at all. Black neglects his development and shuffles his pieces around.
White plays with unneccesary passivity without any sort of plan, and
misses a fairly straightforward chance to play for the advantage.

I doubt either player would break 1000, but that's little more than a
wild-ass guess.

I'd say Black played like having no clue, shuffling his pieces back and
forth with no sense and largely ignoring development. White I would rate
at the beginner level or intermediate, following standard advice to
develop his pieces quickly but he didn't deploy them on the most
effective squares. White was keen to avoid blunders but this led him to
play passively. Also White didn't have an effective plan to exploit
Black's play.

For example 2. d3 was passive, d4 instead doesn't restrict the Bf1 in
its movement and takes better control of the center. 4. Be3 is an ok
move, but the bishop may be more effective elsewhere, so I would have
developed another piece instead, like Nc3 or Be2. 5. Nxe5 loses time. If
you wanted to trade the knights you could have played d4 dislodging the
black knight from the center. If Black trades, Black had moved his
knight three times to trade it against a piece that has moved only once,
where by capturing Nxe5 both knights have moved twice. 11. Bxf6 gives
away most of the decisive advantage White already had. 11. e5 c5
(11...Nd7 12. e6 Nf6 13. Bb5+ loses material big time) 12. exf6 cxd4 13.
Bb5+ Bd7 14. fxe7 Bxe7 15. Qxd4 gives White an overwhelming attack.
