Is there a way I can get Fritz 8 to annotate games and create an
annotated pgn file without the $nn characters in it? Where nn is a
number, such as $11.

I think the note means that one player is offering the other a bribe to dump
or draw the game.

No program converting your score to PGN will allow that, as they obey to
the PGN standard. It means they use the NAGs you mention after
converting to PGN.

If you don't want NAGs, you should only use _text_ annotations,
including the question/exclamation ks etc. In that case you'll see it
as text comment.

Scid will. You can opt to export with "Symbolic Annotation Style"

Guess the answer is no. So called NAGs (Numeric Annotation Glyphs) are
part of the PGN standard. See Google for "PGN standard" for links to
relevant documents.

On the other side, Fritz for sure has nicer human-readable printing options.
